How to code a mobile site to display the correct size

Greetings. I am making my first site for mobile use. It will only be used by about 30 people, using PDAs with wnidows mobile 5, and a couple guys with new iphones.

Everything is going along swimmingly, except when the site is viewed on a mobile device other than the PDAs, it is very small. I have tried messing with the CSS widths, I started with a fixed width of about 240px, then went to 100% width, but it does not seem to make a difference. Here is a portion of my CSS file:

body {
	font-family: Arial, Helvetica, sans-serif;
	background-color: #ffffff;
	width: 100%;

#contentWrapper {	
		margin: 0px auto;
		width: 100%;

I have been researching this, but have found no concrete way to do it. I have read something about special code for detecting the mobile browsers screen size, but also heard that is for older devices.
