Step 1. Download and install Eclipse -> http://www.eclipse.org/downloads/ Grab the Java EE download.
Step 2. Download the Firebug extension for Firefox
Step 3. Check out resources like http://www.w3schools.com/ and excellent books such as http://www.amazon.co...h/dp/0132130815
Step 4. Create a project. Ask yourself the following questions: Would you like a database to be tied into the website? What about AJAX and CGI? How will security and encryption be involved?

* I would suggest basing your project off of JSP (Java Server Pages) in Eclipse. But for starters you may just want to focus on XHTML, Javascript, and CSS. These are good places to start.

Cheers!

Java EE is good, but for enterprise-grade applications. Hardly what I would recommend to a newbie, especially if they don't already have a really good handle on Java SE. Languages like PHP, ASP.NET, or ColdFusion might be better alternatives.

After learning HTML and CSS, I would start on PHP/SQL or ASP (if you're comfortable with .NET) for sever sided languages, and Javascript and JQuery(Javascript Library, often referred to as a language in itself.) for more client sided languages.

Do not get an IDE to learn. Especially not for Java!

Use notepad to create websites. Learn HTML, CSS, javascript would help. Once you have learnt how to use them well, learn a server side language. You could learn PHP, Python, Ruby, ASP or whatever you want. But learn the principles of website development first!

check out http://w3fools.com/ then get a good book. You don't need to have an IDE like Eclipse, you could use a program like notepad++ or sublime. I usually have trouble with Eclipse, but if you decide to use that, then get Aptana Studio, which uses the Eclipse IDE, but is made for web developers in mind :)
