First you need to decide which platform you want your app on, Android, Windows Phone 7, or iOS. Android is coded in Java, or Basic4Android, Windows Phone 7 is C# and I think VB, and iOS is in Objective-C.
On iOS and Windows Phone, you need to pay $100 to post to the market.

Sorry, I can't provide quality answers to some of your questions as I am not a mobile developer, maybe someone how has coded for Android will chime in and give their opinion.
I think the best one is Android because it is free and is a good place to start learning from.

I can vouch for Android. The way that Android handles state and GUIs is amazing and the version of Java on Android feels sleek instead of bloated. The only thing that I don't like as much about Android is the fact that Google's documenting is not fantastic...
