how to move down when a link is clicked

I've a link

All i want to move down the page upto a certain ratio say 50% or middle when someone clicks on it. I dont want to add named anchors (name links within the same page) like this one
Here is my <a href="#link1">link</a> to a section below.

other content say images, picture , music etc

Haven't been able to find any other HTML/CSS ways to do this besides anchors.

Though I did find a couple interesting links if you'd be interested in trying out some jQuery to accomplish this task.

There is no method in CSS to smooth scroll, But you should be able to simply set the target for the of another element.

You could probably find a Javascript library that does that.

ok here is the complete detail:
I have a forum, and it has link of login, but when u click on it, the login bar shows at the bottom . which sometimes is annoying for members. so i want that, when someone click on the link it will move the user to bottom of the page. now solution ?

Instead of moving someone around your page, which can be disorienting for them as they are not expecting it, then why don't you just move the login bar? If you are not wanting to use javascript or anchors to accomplish this task then it is best to adjust the layout to move the login bar, either to a new page or closer to where the login link is.
