Grabber utility in Dev C++?

i'm trying to create a data file for a bitmap in Allegro, but I can't find a tool called "grabber"? I heard about the grabber tool in a allegro tutorial that's on the internet, yet I don't think there's one in Dev C++ does anyone know if there is???
