how to resolve this problem.
my include path C:\wamp\bin\php\zend_framework\library

but if i running in cmd.the errors display like this '"php.exe"' is not recognized as an internal or external command,operable program or batch file.

Like Valek said, you need to do 1 of 2 things:
1; Go to the path of PHP (Usually C:\Program Files (x86)\PHP\) and open php.exe from there.
2; Update your PATH environment variable to contain the path to PHP. You can do this via Control Panel -> System -> Advanced System Settings -> Environment Variables. Under System Variables, find PATH, and add your PHP path to the end/beginning of it, separated via a semi-colon.

My PATH is, for example:

C:\Program Files (x86)\PHP\;%SystemRoot%\system32;%SystemRoot%;c:\Program Files (x86)\Microsoft SQL Server\100\Tools\Binn\;C:\Program Files\Zune\
