google summer of code 2012

i have good c++ knowledge and want to participate in google summer of code 2012 .
can anyone tell me what is the procedure and last date to register and will it be good if i learn something like android designing to help my chances in participating in an open source project.

Timeline wise I would suggest looking at the 2011. It seems things don't kick off until January.. so patience is a virtue now.
