I want to learn to program for iOS and Mac. Is it best to start with Objective-C first or C?

Learning Objective C will teach you more than enough to get you started. I learned Objective C without any knowledge of C, and later when I got into more advanced topics that were more C oriented than object oriented I had no issues picking it up.
Developing apps for Mac and IOS means you'll be learning Cocoa and other associated Apple frameworks. I recommend "Programming in Objective C" by Stephen Kochan as a good place to start, and then picking up "Cocoa Programming for Mac OS X" and "IOS Programming: The Big Nerd Ranch Guide", both by Aaron Hillegass.
