Content Management System for HTML/CSS based websites

Would it be possible to create a content management system to allow clients to edit their own website that was created in HTML/CSS? If so, what language would this system need to be created in, and how simple could a program of such nature be for individuals to use?

Like edit the code or edit in a graphical interface. If it's the former isn't that already a feature of the web hosting panel? Wouldn't it be easier for everybody to edit the code there? I'm not sure what you're trying to achieve exactly.

Certainly it is possible. There are already lots of CMS solutions out there such as Wordpress , Drupal etc.

You would write such a system using a server side language such as PHP or ASP.

Thank you for your reply, what I'm trying to achieve is basically a graphical interface where my clients can go edit their html/css website in which my company built for them, so that someone without knowledge of html/css could use it with no problem.

Thank you for your response. I'm not really familiar with CMS, I've messed with them, but I really like writing my own code, is there a way to convert html/css over to Joomla, Drupal, or Wordpress? Most of our websites are highly graphical, sliced, and placed back together in CSS. It seems like the mentioned CMS's are more like blogs in my opinion. I'd like to have a custom CMS for my company that would make it as easy as Wix and drag and drop builders to edit an HTML/CSS based website.
