Hey i was just wondering if its possible to, like, if im starting for example internet explorer, then another program starts in the background. So if i want to run internet explorer, when im launching it, another program starts to run on the same command. Or, if im want to launch ie, i cant and have to launch it with another program. please ask for a more deeper explanation if you dont get it.

Uh, like well... it might, well, like be possible, like...
If you'd like to organize your thoughts and repost this in a clear question when you aren't, like, stoned so the rest of us could ummm sorta follow what the frak you are talking about.
It sounds like you want your program to secretly start every time internet explorer starts. My guess is you want to shadow what the user is browsing and typing.
We don't help write spyware or malware here.
