C# and vector drawings

I want to be able to take a drawing and modify how it looks. I am wondering if this is possible in c#?
has anyone got any suggestions as to where to start?

There's no code yet, just an idea. Ultimately i want to take a graphic, change it in a few ways by stretching / twisting / enlarging it and then save as an image. Any thoughts on the best way to tackle this?

Lots of things are possible in C# and that is one of them. For example Paint.NET is written mostly in C#. But of course creating a graphic library is pretty hard and time consuming. I would start out by looking for some free and/or open source graphic libraries.

Here are a couple of tutorials to get you started. As janna_panne said this isn't a trivial task and you are better off looking at some existing image libraries.
