I recently put in my old 6200se nvidia card in and now it seems like my wireless internet stops working, sometimes my mouse and keyboard freeze up. Not sure if this connects to the 300W power supply on my Dell Vostro 230 minitower.

Have you tried reverting to your old setup and see if the problem persists?

I took out the graphics card, and everything is back to normal

Then its either a power problem like you say (most likely I would think), or the card is faulty. Have you the latest graphics drivers installed?

Yup they auto installed and auto detected. I'm thinking it was power supply cuz my mouse would jerk around also, and stop working

Although after a little research it seems that other people have the same card working on a 200-250 watt power supply, so it should be fine...

Check to see if your power supply is shot, There is a good chance that it is failing at high loads.
If you still have a problem with a new power supply then there is something wrong with the video card. Maybe the heatsink came off, or the cooling fans seized.

I believe one of those round battery-looking things on the 6200SE nvidia fell off... Not sure if I put it back or not, but could this be the problem? Is there a test/fix for this? But now that I look at the picture, everything seems to be there.

Those round battery type things are capacitors, if one had come off your graphics card definitely would not work at all. So I seriously doubt that happened.

If one fell off it won't work. But if a cap is blown, that could possibly cause the problem. Make sure they all look uniform. Should have a flat top and smooth sides. Nothing leaking from them and no bulges any where. Not likely with a new card, and if that's the problem, you quite possibly have problems elsewhere.
