my problems are
1.do file servers , email severs run on server-oriented operating system?
2. can file server or email server run independently from server-oriented operating system.

I'm not sure what your asking but it seems like your asking if file and mail servers run on specific server oriented operating systems, Is that right? Well servers don't necessarily need server oriented operating systems. The big servers out there for big companies and some small time businesses use them.
If your looking for a home use file server any operating system would be sufficient (as long as it's not outdated and doesn't crash, of course) and for an E-Mail server you need certain applications to run in the background. File servers are usually just accessed through the network and have specific directory's nothing to special about them.
