ugh, this is old, but unless i'm misunderstanding the OP, fogbugz should be perfect for his needs(not including a customer portal)

Well I think the HP service center will be a best option for you because my friend faced the problem in past, not the same problem but yeah he got a positive response from a service center so I think you should try it.
