How to insert picture in video

Now sure whether this is correct section to ask this question. But I need to develop a website where user will be able to enter some information (only few words) and insert and crop their picture. Then video will be shown, where this information and a picture are shown.

I can not find anywhere how it can be done.

Any ideas?
