USB concept programming

Im trying to learn how to have the computer to tell the usb connected device what to do. Its just i dont know where to start and dont know where to find the help on it? Could anyone help by pointing me in the right direction?

Howdy sir. I've not much experience in this field of vb.net just yet, but I do know it will require the use of windows apis. According to many articles I've read though it also depends on the kind of usb device you are using.
