personally, I'd use a list (<ul>) for that along with a separate style sheet.

fieldsets are allowed only in forms. and they bear a special meaning (called semantics, something like "this contained form data forms a group" (like personal data, properties of an object or a buttonset, etc.))

A Div/CSS version would be far more dynamic and flexible in the long run, but as said before requires more of an initial time investment.
