Capture Out Going Web Traffic Any Browser?

Is it possible to have a application capture any out going web request and save the URL of the web request to a file like C:\windows\system32\drivers\etc\host if the site is not on the allowed list of sites?

In other words you want to make a program similar to Wireshark. You want to sniff out the packets sent. Is this correct?
