Here's my link
This site doesn't work in ie yet, i'll do that next, but I have two major issues that i'd like feedback on.
1) if you click on the red link and scroll up or down with the main scroll bar, the text moves really wierd. Why is that?
2) How's the layout?

It's a school project. Why do you call it "generic?" and my main question is why does the text on the Mountain Page move so wierd when you scroll

I've attached a screenshot of what I can see.
It's more than a little bit broken.
And the first link you gave doesn't work at all...

The first link you gave isn't working, so I'm not sure if this is the page you want us to look at, but here's a screenshot from opera:

The first thing you should do is seperate the CSS from your document into an external style sheet.
The second thing you should do is read one of the thousands of CSS tutorials out there. That is how I learned.
Some really great places to look are:
http://www.456bereastreet.com/
http://www.wpdfd.com...cssbasics4.html
http://bonrouge.com/...ge=faq#includes
Then of course there's the hard lesson of
http://www.webpagesthatsuck.com/
...not that your's sucks!! It's just a great site to learn from to know what mistakes to avoid.

The layout is a good start. The link you have is wrong, but it was a simple fix. I agree that you need to create an external style sheet and visit http://www.w3schools.com/ for the great tutorials on CSS.
Keep on learning and you are off to a great start.
