Useful is a relative term. The question is: will it's features be useful to you? We can't answer that for you; you'll have to figure out your requirements and see if Joomla! offers what you need to fulfill them.
It is one of the more popular CMS projects in use these last few years though, so unless you're doing something heavily specialized it's more than likely that Joomla! could be of use.

I want to try Joomla! but when I start Mysql and Apache of XAMPP, Mysql keep running while Apache stop immediately. I don't know what is the problem. Who has an idea please help me..

Did you turn off your IIS before you started apache?
Start -> control panel -> admin tools -> internet information service -> default website -> stop button

I've try and it works the apache works but the Mysql cannot start. Whats the problem?

I don't know.. did you install it right? Are you attempting to start it *AFTER* you started apache? Try rebooting and doing it again?

I reinstall the xampp..if still does not work I will try to reboot..

I just follow the instruction you have given..but I found out in a youtube video that it can be solve through setting the configuration...
