I really don't like the colours... but it could work pretty well with a change of colour. Your html is fairly good, might be worth looking at the html5 boilerplate to see the current "best" practises being used (such as the clearfix etc).

Looks good to me, a bit bright for my tastes, but the nosy fucker sitting next to me says it's "pretty neat-o" and he thinks the snow at the top "would look good on our home page because it would attract people" even though the site we're working on is for information delivery.

I know you are still working on the nav, but I thought I'd throw this in here. Have the content below the skyline be its own div and load with ajax calls. Each nav link would reload using an ajax call. Implementing this would get rid of the screen flicker that happens when a different nav link is clicked. It would also open the door for some sweet animations when changing the div.
