i'm not sure if this is the right forum but i want sites that would let me access my cpanel mysql databases using phpmyadmin or preferably sqlbuddy.
something like how other sites let you read mail or perform ftp operations when you put your auth details

well, usually that’s what your cpanel site is for …
as for MySQL, every mysql client should work as long as your DB allows remote connections (which is a security issue)

possible scenario:
-go to foobar.com
-enter mysql auth details with remote access already configured in my cpanel
-hit login and be presented with phpmyadmin or sqlbuddy

The point being?
Just dump PHPMyAdmin or Adminer on foobar.com and then stick in the address & Auth details of your MySQL Database and you will be away.
As Dormilich said you would need to enable remote MySQL which is, generally speaking, a bad idea.

- Register foobar.com
- Host through a provider that has PHP
- Install phpMyAdmin on foobar.com
- Configure foorbar.com to connect to your remote DB
- Enable remote connections on your remote DB
- Pray you don't lose all your information
