Hey, I have been programming for a few years primarily in java, c++, and php. I want to now try out programming for iphones and android devices. I know for any ios development you need xcode and can only be ran on apple computers. I have noticed actionscript 3 can be used using flex builder. I am completely in the dark when it comes to this as I have no experience in actionscript. I was told that you can create apps for both ios and android using flex builder. Can anyone shed some light if this is true and if it is if there are any limitations to this approach.

You can use flex to create AIR apps, these will run on iOS. Limitations are the same as flash itself.
