This is a specific set of skills that every web developer wants to develop. I have seen my friends who created so many beautiful sites using CSS and HTML. It's not that I don't want to copy them rather I want to expand my knowledge and create more beautiful and useful sites. I even purchased a domain name and web hosting plan but was not able to properly use that. Now I want to be serious about that. Any suggestion on how I can get expertise in these areas?

Practice and desire both go a long way. You seem to want to learn, which is good. Now you just need the right resources to get started.

I would recommend the tutorials at http://www.tizag.com as those are pretty good at teaching you most of what you need to know for HTML and PHP.

Also, I would suggest having a project in mind, as when you're working towards a project you can be more motivated than just doing tutorials for the sake of doing tutorials.
