Not to be Captain Obvious here, but you're going to have to pay for it. You'll have to find a web host (or start your own server) and a domain registrar. There are free web hosting options out there, but your site will be riddled with ads or you'll be restricted to using one of a set series of templates. Hosting can be purchased for cheap... you just need to do a little research and decide which host will work best for you.
If you're only looking to practice your HTML, you don't need a host, server, or domain to do this. All you need is a text editor and a web browser.

If it is just practice your after you can set up a server on your pc. This will allow you to practice using server side languages aswell. it's easily done with programs like wamp or xampp. Theres plenty of tutorials out there about them. I'll try find a good one for you and post it here
