Help choosing language and development tools

Hello everyone!

I've been working on web development for a few short years (PHP,Javascript,HTML,etc) and now we wanted to develop an application that would be kept in sync with an online database. I'll be requesting the help of software developers but first I'm seeking as much advice as I can on what development tools and programming language would help achieve the following:

- Work in Windows platform;
- Exchange data locally (multiple clients exchanging data with a single terminal);
- Exchange data between the terminal and an online server (send XML requests?);

Somewhat optional:

- Easy to update;

Any help on this will be greatly appreciated, and if you could recommend me a few books too so I can be as involved as possible even better. Thank you in advance.

This is quickly going to become "What's the best programming language?"

But for Win desktop, databinding XML and so on I'd say C#.

Some of the tutorials below are for C# or Java not C, C++, VB.NET [...]. But the conceptual stuff of classes, object oriented design, events etc. are not language specific and should give you enough guidance in theory of program development for you to be able to look-up specific code example in your chosen coding language.

Talking About webservice development, My first choice is always PHP. And also you are familiar with it, why not...
My second is ASP.NET MVC also a powerful language.
The new alternative is Silverlight. A new technology for webservice development.
What your tools refer to? Plug-in? SDK? Or 3rd party tools?

If it's an iphone application you want to write, dragonfiresdk has been a good option for me. It works on a Windows platform which meets the requirement you stated, and it uses C/C++

a form of asp.net with either c# or vb.net is probably the way to go.
