Creating an Uploading service?

Hey,
How could i create my own uploading service from scratch? I basically want to build a website like mediafire. Well not that advanced and all but something similar.
Does anyone have any ideas?
I do not know from where to start.

Which language are you using? Have you designed your database to relate users, files, permissions, etc.?
