I feel like the terms are pretty interchangeable in this case. Developer makes me think of web development, though, whereas programming makes me think of desktop applications. That's just my own personal dichotomy, though.

The same difference as C# programmer and C# developer. No difference.

A "programmer" is probably an antisocial git. A "developer" is probably an annoying twit.

Take your pick. I'm going for antisocial git, myself.
