Can someone provide guidance on licensing requirements for Visual Studio for independent contractors in Canada?
I was always under the impression that you can legally sell anything you compile from VS Express. However, I realized I 'learned' this from US users talking to each other; is this applicable for Canadian contractors?
also, how does this affect products such as VS 2012 RC? Am I legally allowed to sell products developed and compiled with it?

Learned what?
Yes.. anything you make with VS is yours to sell. MS doesn't require a cut.
As for the RC - sure do what ever you want with it... it's a RC so it might be a bit faulty in the compile or require odd installs but sure.. use it as you see fit.

Unless your VS copy is from a program like DreamSpark or something similar.
