Yeah, I've been talked down upon on SO by a forum leader, but in his defense the quality of my post wasn't that great. That instantly taught me that SO members are pretty anal about keeping SO a high-quality knowledge base.
And I've been talked down to by a D.I.C. forum leader. I think it happens everywhere. Sometimes people have bad days, or maybe they just misunderstand your question.
That said, I've always come to D.I.C. for help and I usually find what I need here.

DIC is the place to be! I come here to soak up needed knowledge from those who are more knowledgeable than me. With that said, I believe that people here are more understanding. Furthermore, when people here try to help newbies, they make sure, or at least ask if you know what your code is doing! Which is key when it comes to programming! SHOUT OUT TO ALL THE FORUM LEADERS!! KEEP UP THE GOOD WORK!

I've only seen Stack Overflow if it comes up when I Google something, but most of the people I've talked to who've actually been there say its full of condescending fucksticks. Well, they didn't put it as nice as I have but you get the idea.

I see a lot of people talking about condescending fucksticks at SO, and I never seem to run into them. Maybe some long winded responses, but never in a snobbish way, or at least not so much that I've ever bothered to notice. The only thing that bugs me there is that sometimes useless replies get upvoted and I can't find an answer there.
