I would go straight CSS as it allows a lot more customization and you aren't restricted as much, straight CSS is better for designer freedom, but if rapid deployment and ease of use is more important, go with 960gs. Basically speed go with 960, ease of updating and designer freedom, go custom CSS.

It shouldn't, the framework is real lightweight, shouldn't have any noticeable impact on speed.
