Was this typed in Microsoft Word or a similar word processor instead of in something more suitable to coding? The paragraph tags scream word processor to me. This looks like what might happen if a chunk of code was plunked into a recent version of Word (2007 or newer, I believe) and put through the "translate" function, then copy & pasted back out, taking the awkward Word formatting with it.
