Was this typed in Microsoft Word or a similar word processor instead of in something more suitable to coding? The paragraph tags scream word processor to me. This looks like what might happen if a chunk of code was plunked into a recent version of Word (2007 or newer, I believe) and put through the "translate" function, then copy & pasted back out, taking the awkward Word formatting with it.

They're scripted RTF files, so the stuff in the <% %> tags is in some ASP/VB like language, and gets interpreted a la PHP scripting. No-one in the company can tell me what language it actually is - I've been writing in it for 2 years and still don't know. I had it all shoved in my lap and was promptly told to "make them work". Prior to me working on them, someone I like to call 'GOTO man' worked on them 1, 2. Suffice to say, they were redone in full. Thankfully I don't have to do anything more complex than casts, conditionals and loops.
