im doing my college project on cloud computing using asp.net . how can i implement cloud on my local computer so that users can upload and download files.

"How can I implement cloud" is a very generic question, and doesn't say a thing about your system, your network setup, your knowledge, or really even what you want to do. Get specific about what you want to do, tell us what you've done so far, and show us that you can put effort into getting the setup you want.

If all you want is for friends on a LAN to be able to upload/download files to/from your computer, just set up a file share. If you want a website that allows users to upload/download files, that's easy. Neither of those are truly "cloud" operations - they're just a server storing files, same as Dropbox or Microsoft's SkyDrive, given a trendy name.
