torchlight effect

In a 2D top-down game, how can I create a torchlight effect (all areas are darkened except a (rotatable) cone)

What I'm doing now is use a huge 2300x2300 (for 1080p) png image with a 50% transparent black color, with the 100% transparent cone.

Is there a better way?

Well that sort of depends on the language, engine, and platform you are using... typically you would just alter a light source or something... not to mention I am a bit put off that your torch would have a glow that affected the entire screen.. it just seems unnatural.
