Design ideas

My most recent customer has told me how he would like his website, and I said I could do it. Now it's coming to do it, I can't think of how would be best. Flash, or jQuery.
My customer is a taxi (cab) driver and wants his website homepage to be a round-a-bout, and signs around it for the links. Any ideas?
I hope someone can think of something practical, 'cause I'm thinking that all the links will have to be static, and static is not cool.

There may be some cool Flash sites out there. There may be some still being created. But as one who's been in this business a few years, I can attest to the fact that it is a dying art (and rightly so, in my opinion). Calling it "next generation" is something an Adobe fan boy would say.

EDIT: Also, do you realize that you posted a link to a page titled "Top 10 HTML5 Websites of 2012"? As in, not flash but HTML5...
