JPCAP Library Not Working in Netbean 7.1

Exception in thread "main" java.lang.UnsatisfiedLinkError: no jpcap in java.library.path
at java.lang.ClassLoader.loadLibrary(ClassLoader.java:1860)
at java.lang.Runtime.loadLibrary0(Runtime.java:845)
at java.lang.System.loadLibrary(System.java:1084)
at jpcap.JpcapCaptor.<clinit>(JpcapCaptor.java:250)

When i Compile my programm Every time this Error Rises,.,.,.,.,I Don't Understand why because I Already Installed jpcap and winpacp Libraries,, And Also Jpcap.dll and Jpcap.jar file in JRE Directory.....
I Have Problem with it, How To Remove this Problem ???

Why jpcap library not loading the path my question is that.....Can i Post the Code
