am i dumb? or it not me, z-index wont work on my cpanel...

ok so we all know how sucky ie is, but this isnt ie... i think, what im trying to do is stretch a background image just for ie, but the thing is i cant get the z-index layer to go over the background image, im running the site off my vps, centOS, but when i run it on one of those try it yourself on w3schools site it works fine...
