delete row and collumn have same data.

Hey guys, I really have no clue on how to get started. I want to delete row and collumn have same data.
example data:

1 1 1 0 0 1 1
1 1 1 1 1 1 1 delete
1 0 1 0 1 0 1
0 0 0 0 0 0 0 delete

after delete row

1 1 1 0 0 1 1
1 0 1 0 1 0 1


after delete collumn

1 0 1
0 1 0

need this output:
1 0 1
0 1 0

We would stand a better chance of offering help if you supplied more information.
Are the number of rows and columns always the same (7,4)?
Are there always just 2 values possible?
Is it possible that after deleting columns, there are more than two rows left?
If so, what would you expect as the result of row delete on the following data?

1 1 1 0 0 1 1
1 0 1 0 1 0 1
1 1 0 1 1 0 0
