Dynamically resizing banner?

So let's say I have a website that's fairly simplistic.
The problem I'm having is getting a banner and resizing it to match perfectly within the parameters of a div; such that if a user resizes or moves around the page, the image will scale along the x axis just as well.
All the other parts of my page are fairly dynamic and will move when resized, but the banner remains a problem.

Help?

Hello Crowz,

What is the banner you speak of? An image, flash, a DIV?
