Dynamic Camera: Best Approach?

I'm coding a game in SFML, and I want to know the best way to go about making a dynamic camera, such as the one in the Super Smash Bros games. My current "camera" is just a window and the map scrolls through the window. I think i read somewhere that this is wrong and i should have a camera class that moves over the map while the map itself does not move. Anyways, my plan was to make things bigger to appear closer and just make things bigger as two points( characters ) get closer.

Is this the only way to do it in a 2D game? Keep in mind I'm only using SFML at the moment.

I would avoid a zoom feature for 2D games. It might actually be easier to have everything 3D in the first place, since you won't have to fake the third dimension.
