[question] how to make a sign-up/login system

How do you make a sign-up and login system, no website. newbie code please :) It would be like a forum reg without the captacha! remember guiz simple code since i need it in my 1st project lols

and the code checks for if the username exists or does not exist

What have you tried?
The simplest I can think of involves a text file, StreamReader and a StreamWriter, as well as some List (Of T)'s.
Show us the code you have.

Tried some things but they failed. Just completely new code lols

Doesn't sound pushy at all.
OP the experts here can't help you fix it if they don't know what's broken.
