User Control - designer drawing issue

Hi

I created simple user control in WPF.
It works and all but i have issue while i'm in designer.

Some odd whie square overlaps with parts of designer window. Mainly with scroll bars which is really annoying.
Is it caused by control code or it's some VS bug?

UserControl (btw i see some <span> in this site here, it's not in the code)

I should update this:

It simply appears that user control is drawn on top of everything else by default.
Any way to change it to behave in normal way?

Edit: It actually seems it's WebBrowser causing this as you cannot draw anything above it.
