I doubt there is a drop-and-drop control available for that. You'd have to write some more low-level stuff in order to manipulate the windows in that way.
Firefox and Chrome (Chromium) are both open-source browsers. You could always go through their source code and take a look at how they did it.

I don't think those browsers have tabs and menus IN the titlebar. I'm pretty sure the menu is just a regular menu, followed by toolbars and a set of tabs.
I could be wrong, of course, but I can tell you that you could implement all those things without needing to mess with the titlebar.
