I wonder why they don't just charge the 8$ up front. What about us developer that are not in the US or Europe? "Refunds" here are not that prolific and very few people have credit cards. There is a huge market in Argentina, Peru, Brazil, Bolivia etc for developers wanting to get in on this platform. I wonder why they're making it difficult.

I'm not complaining about the cost, I'm complaining about the need for a credit card. Are you saying I'm a do-nothing just because I don't own a credit card? Many people in many countries in South America just don't have them. Microsoft should offer alternate payment methods.

I am confused where the whole 'it has to be a credit card' comes into this. Paypal does refunds.. debit cards as well. Typically if you are electronically transferring money the mechanism has a way to send money back to you.

It comes into play when creating an account outside of the US (I assume), because I just tried creating my account to take advantage of the 8$ promotional price and I only see Credit Card as the only payment option available.

There isn't a link you can just hop on and see payment options in the real payment form. You have to go through the funnel of creating your account to see the actual payment options available to you.

Never mind - found it. Yup a credit card is required (or paypal)... it is what it is.
