Eh... There is no rule. It all depends on the buyer and the seller. But because of the overall 'WalMart mentality' of coding for hire sites even what seems like good money isn't always good pay.
A complex contract for $3000 is still low pay to an American if it is 2 months of work. But to a India outsourcer that's a year's pay. To a college kid its not bad beer money.
Buyers that don't understand they will get crap code for their money have to learn through experience and getting burned. Sad, but such is life.
