how to create my own tooltip on actionscripot?

Hei kan any one help me to create my own tooltip on action script CS3 or CS5?? please i am stuck on this..

Make a movieclip (containing a text field) for your tooltip and put it on the stage in hidden state. On mouseover event on anything, position the tooltip on that element, change the text appropriately and unhide the tooltip.
