Mono does it, there's probably some other stuff out there but I hear the most about Mono.

C# and .net can be used for multiplatform developing like android/iphone and windows phone?? If yes,then the developed app would be in good format?

You'd be using C# with the Mono Framework, not .net, so not exactly the same. There are many things you won't be able to do with Mono that you'd have been able to do with .Net but it does allow for multiplatform.

Some people believe it to be kinda choppy, but it still has it's own kinda flow. It would be in a good format. It would require some learning of a new framework, however.
