Hi everyone,
I am a web developer who knows HTML + CSS and is steadily learning PHP + Javascript. I want to be able to slice and dice PSDs so that I can build awesome sites, but am wondering which I should get, PS CS6 or PS Elements 11. I really don't want to design things, even though I would like to learn how to -- I really want to be able to view PSDs and interact with them + use them for development.
Any advice is appreciated!

If price isn't an issue photoshop all the way. I am typically about three to four versions behind (damn price), but it is well worth not being hobbled on the gate out.

I would avoid that route. Learn how to wireframe and go from there to build your site in code. The more CSS you know the easier it should become to quickly wireframe a site and go from there.
The point of a modern web design is to be fast loading and streamlined. This means few images, which is where being proficient in CSS is extremely useful.
Photoshop is good, but don't let it become a crutch for your design.
