I am 11 years old and i would like to program a game.
What would be a simple code to use to program a 2d overhead rpg?
I know HTML somewhat and this i think is not fit for making games.

You could use Javascript with the new HTML5 Canvas element. That would be a good way to go if you are planing on going for web development. It's probably not the easiest thing to do, though, but if you are serious and determined about it, it's no less doable than anything else.
Just a heads up though. Game programming is fairly complex. Even 2D games require some mathematics skills, and there is a lot of logic to be set up to get a game running smoothly. It's definitely not what I would recommend for a beginner.
